Revised on May 8, 2008, the United Carrier Registration Act of 2005 is a set of federal mandates designed to regulate and provide guidance for companies and organizations that offer commercial transport and trucking services.

The United Carrier Registration (UCR) is applied to the following organizations and companies seeking trucking authority, license to operate, and such:

UCR, What is it Good For?

Aside from requiring these trucking companies to obtain motor carrier authority, trucking and cargo insurance, and other items that are critical in order for a trucking to legally commence operations, the United Carrier Registration Agreement is also designed "for the collection of fees levied on motor carriers and related entities."

In addition to giving the grounds for granting motor carrier authority and other trucking requirements, the United Carrier Registration Agreement also gives the definitions of several terms related to trucking and the scope of a trucking firm's operations, which may include the area of operation, the type of service to be provided, the kind of cargo it is allowed to transport, as well as the limitation of a company's trucking authority.

Who Is Impacted by the UCR?

Interstate and international trucking operations are subject to the provisions in the United Carrier Registration Agreement. Commercial entities that render trucking and transport services and whose bases of operations are located in Canada, Mexico, and other countries are also subject to the said agreement.
